SWCD was formed on May 7, 1956, by resolution of the Jefferson County Board of Supervisors. The District is an authorized County agency and political subdivision of New York State. Approximately 60% of our funding is from Jefferson County, 35% is raised through our earned income programs, and 5% is reimbursed by New York State

The Jefferson County Legislature appoints our Board of Directors and staff are hired by the Board. We work closely with the U.S. Department of Agriculture agencies such as the Natural Resources Conservation Service. We are located in the USDA Agricultural Service Center.
